    Fractional scaling causes blur due to interpolation of the pixel values, but may still be an improvement, if text and graphic elements are to small to see with the default resolution....

    If 'format' means create a partition and a suitable file system for Kubuntu, I'd say no, not mkusb.

    I would use gparted for that task, and create a partition with an ext4 file system....
